Role Overview The Office of the Chief Economist (OCE) consists of a team of professional economists and political counsellors. It plays a critical role in the operational and strategy work of the Bank, and exercises intellectual leadership that underpins the Bank’s transition mandate: assisting its countries of operation in building well-functioning market economies. The office plays this role through a range of tasks that include: Appraising, designing, and monitoring investment projects that have significant potential impact in advancing transition; Developing operational priorities and country and sector strategies that guide the Bank in tailoring its investments to the changing environment of the transition countries; Engaging in policy dialogue with other key players in the region – governments, regulators, the private sector and other international financial institutions – to help coordinate policy, technical and financial assistance. In carrying out its tasks, the office collaborates closely with other departments and offices in the Bank – particularly Banking, Risk Management, Finance, Strategic and Corporate Planning, the President’s Office, and the Communications Department. The office is currently strengthening its capacity in the project appraisal and monitoring areas and therefore we are looking for a power and energy sector expert at the Senior Economist level. Essential Skills, Experience and Qualifications sought: Advanced degree in Applied Micro or Environmental Economics or other related field (Ph.D. preferred); Extensive relevant postgraduate professional work experience, preferably in an international organisation, relevant ministry, competition authority, energy utility, energy regulator or consultancy firm; Research on and / or work experience related to regulated energy industries and low-carbon economy issues; Excellent communication and report writing skills in English at the standard required for professional publication and official documents; Experience in stakeholder management; Experience or knowledge of EBRD countries of operation and/or fluency in a language of the region or another European language would be an advantage;

Ideal Modeler candidates possess excellent programming skills as well as an interest in commodities trading. The Modeler will be able to define and analyze problems and effectively find computer-oriented solutions through their own programming skill sets. Position responsibilities will include, but are not limited to: • Creating software for analyzing and reporting on data generated through various power and gas service offerings • Use data modeling techniques and tools in analyzing and specifying data structures to be implemented with an application system • Scripting language for data management • Defines logical views and work with the database administrator to create physical data structures • Assist with analysis, programming and maintenance of trading systems • Ensure that all front-end development efforts correlate with the appropriate tables and fields required by the system • Provide on-going analytic support to all trading teams within Endure Desired experience and skill sets: • Bachelor degree in computer science, statistics, applied mathematics or other relevant degree • Experience applying and interpreting statistical inference methodologies, decision trees, and other traditional statistical tests • Data mining/analytical skills • Experience with large datasets and database interface experience • Minimum of one year of experience in data mining, statistical methodologies and applying quantitative skills preferred • Matlab or other statistical package(s) • Strong communication, logical problem solving skills and technical writing skills • Self motivation, detail oriented, organized and proven time management • Proven multi-tasking skills
