Essential Responsibilities: Percent of Time a) Perform limited planning, assist in route alternative analysis, selection, and development of sites and corridors for small to moderate size gas and electric utility facilities. Depending on the scope and complexity of the individual project this responsibility requires close interaction with multi-disciplinary internal project teams, involving engineering, legal and project management staff. 20% b) Negotiate with landowners and their legal representatives for the acquisition and management of land rights for the above described gas and electric utility facilities, up to the process of condemnation. Prepare easement packages, perform abstracting and other related courthouse documentation searches to facilitate acquisition of easement rights. 20% c) Prepare applications and negotiate for and obtain certain applicable permits from state and local land management agencies for gas and electric utility facilities. These include Conditional Use Permits from local municipalities. Prepare railroad and DOT permit applications for utility facility crossings and longitudinal encroachments. Prepare or assist in preparation of other local and state permits as required 20% d) Represent the company before local regulatory and land management agencies, boards, planning commissions and councils. Prepares project descriptions and summaries, responds to date requests and, with support from the project team, makes presentations to the governing jurisdiction’s representatives in public meetings in order to obtain approval for projects. 10% e) Maintains a general understanding of applicable federal, state and local land rights laws, codes, ordinances and regulations. Familiar with effective negotiating strategies and techniques in order to secure land rights at a fair and equitable cost. 10% f) Ensure compliance with all land rights related permit conditions and landowner agreements including easement conditions, documentation and releases. Makes post-construction damage assessments and settlement payments to impacted landowners subject to approved price schedules. 10% g) Is familiar with and maintains Siting and Land Rights computer database for all projects assigned to this position. 5% h) Provides assistance to other internal Xcel Energy departments and subsidiaries involving land rights management and acquisition, valuation and cost estimates for siting and land rights activities. 5% Minimum Requirements: Land Rights Agent: Bachelor's or Associate's degree in real estate, land use planning, management, business or a combination of education and experience providing equivalent knowledge. Coordinate, as required, regulatory reporting to environmental agencies; ensure that regulatory notifications are made as needed to environmental agencies for any releases and upset conditions; monitor the implementation of operations and maintenance procedures for plant environmental control equipment (CEMS, WWTFs, ESPs, etc.) and identify, clarify, resolve and initiate solutions to complex problems encountered; use cost effective strategies and productivity improvement methods in all applicable duties; and serve as needed as the focal point for regulatory agencies.
Work, as required, with the Plant Industrial Hygiene Coordinator (PIHC) assigned to common facilities to effectively implement AEP IH policies and OSHA regulations. Coordinate compliance program implementation that integrates Env and IH disciplines with the PIHC.
As assigned, optimize reduction efforts for NOx, SO2, Hg, CO2 and other regulated air emissions to ensure compliance with impending and current regulations.
Coordinate and/or provide, as needed, required and appropriate environmental training of employees with a thorough understanding of training elements.
Participate in planning and implementing community based and other civic programs involving environmental matters (e.g., earth day activities, environmental events at schools and other similar activities).
Assist with economic analysis of environmental compliance and industrial hygiene projects.
Assure safety of environmental compliance activities.
This position would have responsibility for the Lawrenceburg, Greenville and Mone Plants.
Minimum Requirements
BS in Environmental Science, Chemistry, Engineering or other applicable Science Field.
