Develops and manages operating budgets and revenue targets. We are seeking an Energy Supply Analyst II to join the staff at our Mays Landing New Jersey location. In this role, you will: • Perform the daily operation of systems in support of the supply customers' energy process -including the Load Profiling and Settlement System, Market Settlement System, and Energy Procurement System (LPSS, MSS, and EPS). • Assist in the billing, invoicing and analysis of wholesale billing transactions for the ACE, DPL and Pepco zones. • Review and conduct analysis of various data including customer interval data; zonal generator, co-generator, and interchange tieline data; complex wholesale power transactions; wholesale billing data and load settlement data and procurement data. • Support the day-to-day relationships with third party and wholesale suppliers with counterparty transaction analysts. • Participate in the development, implementation and maintenance of Business Line budgets. • Monitor expenditures against actual expenditures, analyzes variances and researches expenditures to provide compliance with Corporate Accounting Procedures. POSITION SUMMARY
BPA is looking for candidates with a strong background in utility load forecasting to join BPA’s Load Forecasting and Analysis group. This group is responsible for the planning, developing, and administration of programs, systems, and work processes that produce official ad hoc load forecasts and associated analysis, and preparing and maintaining load forecasting processes, policies, procedures, and internal controls. This function is also responsible for building, distributing, and providing data stewardship for load forecasts for use by Power and Transmission services. Load Forecasting and Analysis is the designated agency organization for all internal/external requests for loads information. In this position you will:
Provide policy and technical analyses and guidance on customer issues to management, staff, and Customer Teams.
Evaluate possible strategies and proposed customer actions and make recommendations to management and to Customer Teams.
Analyze the needs of customers such as those with critical demands, many delivery points, great geographic scope, intricate forecasting concerns, and complex load configurations.
Advise on system load balance.
Develop LF models for Short-Term (hourly, out 2 weeks); Medium Term (hourly, out 18 months); and Long-Term (monthly, out 20 years) for assigned customers.
Perform continuing analyses of comparisons between forecasting models and actual load demands.
Provide internal staff with load analyses to ensure system availability and reliability and cost-effective capital investments.
Present and/or explain forecasts to customers, Network Planning, Business Strategy and Assessment, contract support, Customer Service Engineering, Account Executives, and customer’s technical consultants. The presentation explains the results of the forecast, the analytical methods used in the forecast and the assumptions incorporated within the forecast. The forecasts also explain investment implications.
Analyze assigned public customers’ loads, forecasts and deviations.
QUALIFICATIONS
Desirable candidates must have, at a minimum, one year’s experience as a forecaster responsible for the analysis and evaluation of utility load, economic and numerical data which lead to resolution of stakeholder and customer issues.

POSITION SUMMARY
BPA is considering applicants at all performance levels to join BPA’s Environmental Planning & Analysis Team. As BPA’s Environmental Protection Specialist, you will:
Prepare and process various types of environmental documents.
Conduct analysis of natural and social resources to determine the scope and effect of impacts created by agency actions.
Ensure the satisfaction of applicable regulations, policies and guidelines.
Serve as a lead contact, at the project level, for environmental matters internally and with external agencies, governments, tribes, and the public.
Identify and implement various project public involvement plans.
Ensure consistency with various laws, regulations, and guidelines related to the protection of natural and social resources (e.g. National Environmental Policy Act, Endangered Species Act; National Historic Preservation Act, etc.).
Plan and implement actions to attain necessary environmental clearances for routine and/or more complex customer and/or client proposals. Actions may include determining scope of proposal through contacting proponents, coordinating within BPA, and contacting other agencies.
Ensure timely preparation and the adequacy, accuracy, and consistency of environmental reports and related decision documents, such as Environmental Assessments and Environmental Impact Statements.
QUALIFICATIONS
Desirable candidates should have at least one year’s specialized experience in the application of NEPA requirements, including analyzing environmental impacts, writing technical reports and communicating verbally with peers in an academic or office setting. Applicants may substitute education for specialized experience: Completion of graduate level education in the amounts shown below, in addition to meeting the basic requirements, is qualifying if it provided the knowledge, skills and abilities necessary to do the work of the position.
GS-9: 2 years of progressively higher-level graduate education leading to a master’s degree, a master’s, or equivalent graduate degree.
GS-11: 3 years of progressively higher-level graduate education leading to a PhD degree, a PhD, or equivalent doctoral degree.
