At WGES, a Structure Analyst: Works with Quantitative, IT and Operations staff to develop, maintain and utilize a retail pricing model that incorporates load shape, PJM and wholesale market costs. Monitors current market conditions to seek opportunities to maximize margins Coordinates pricing for retail RFPs. Submits pricing on on-line auction platforms for time sensitive RFPs. Researches PJM and Electric Distribution Company tariffs in new power markets to understand market rules/procedures and pricing risks related to generation, transmission and distribution costs in support in support of retail electric sales and wholesale power purchases strategies. Prepare data for monthly invoices for WGES customers requiring non-standard invoicing Work to completely understand current models and data flow between WGES and electric utilities. ECC is seeking Energy Managers - REM I for many positions that will become available at the beginning of 2010 throughout the US. The REMs role will be to assist in reducing operating costs by improving the way the facilities use and consume resources (i.e. water, natural gas, oil, electricity, and solid waste). The REMs efforts focus on the behavioral and building operations issues. To this end, the REM will need to involve many groups employed and living at the base by motivating and educating them with regard to the efficient use of resources. ESSENTIAL JOB FUNCTIONS May include any or all of the following: 1) Gain personal knowledge through audit of the operation of the various facilities and industrial processes on base; 2) Monitoring the installations use of resources through observation, interviewing, and recording data about the physical and behavioral infrastructures; 3) Analyzing that data use utilizing software, spreadsheets and other mathematical tools; 4) Make recommendations, develop plans, and make policies (to include working on the Energy Management Plan) to improve resource use while continuing to promote conservation efforts, to include lengthy negotiations with the facilitys current user base; 5) Develop, compile, and distribute reports to a variety of end-users 6) Educate occupants on efficient operation of buildings 7) Work with a variety of individuals to negotiate ways to improve energy usage through promotion and publication and other forums as required 8) Develop and implement procedures to recycle material from the waste stream. 9) Develop procurement policies that reduce the amount of solid waste. REQUIREMENTS A 4-year Engineering degree and/or a registered Professional Engineer with a minimum of 3 years experience in energy management OR an Environmental Science, business or related degree with a minimum of 5 years experience in energy management OR 2-year technical degree with minimum of 8 years experience in energy management OR non-degreed professional with a minimum of 10 years experience in energy management. A REM I with a PE license shall have three years experience in facility management and documented evidence of energy savings as well as the ability to document an energy baseline Previous experience in operations at Federal installations a plus Familiarity with all EO, ESPC, ECIP, DSM, UP and other legislations and regulations related to energy program Experience with utility contracts, utility tariffs, and ESCOs Registered Professional Engineer (PE) license a plus Leadership in Energy and Environmental Design (LEED) Certification a plus Must be a Certified Energy Manager (CEM) within one year of obtaining this position Experience presenting technical information to residential and commercial audiences through a variety of media. Essential Functions: Make hourly purchasing and selling decisions for the use of available generating resources and power supply resources to optimally (i.e., considering economics and reliability) meet load obligations and reduce member cost. Use the Supervisory Control And Data Acquisition (SCADA) system to monitor member loads, monitor connectivity (i.e., delivery point open/close status) and monitor capacity/energy/transmission schedules to ensure reliable delivery to members and other load obligations. Implement and schedule power supply arrangements (i.e., buy/sell transactions of resources) that he/she arranged. The implementation shall be accomplished by entry into the appropriate scheduling application and verification with SCADA. Effectively tag, utilizing then current NERC protocol, power supply arrangements that he/she arranged. Also, as directed, will periodically tag others power supply arrangements. Create member load forecasts and make adjustments as necessary to more correctly reflect the anticipated load amount and profile. Work to improve forecast methods and accuracy. Use the SCADA system or other means to coordinate the start/stop operations of distributed generation resources, AMP-Ohio generation resources, and AMP-Ohio dispatched member generation resources as required based on load obligations and economic conditions. Communicate with members and other AMP staff to obtain generator status. Respond to RTO directives. Coordinate load management/demand side manage responsibilities with members. Monitor results of dispatch operations and suggest/implement improvement opportunities. Perform other duties as assigned by supervision. Qualifications: Require at least a four-year accredited bachelors degree in Engineering, Business or a related Business degree or equivalent work experience. Must learn power supply operations, economic dispatch of generation resources, transmission use, SCADA, FERC 888/889, FERC 2000, NERC tagging, and applicable NERC reliability standards. Must possess excellent written and oral communication skills. Must be proficient with computer applications such as Microsoft Excel & Word Must become PJM Generation Operation Certified within one (1) year of employment.
