Job Description: Bangladesh Program Manager Project Summary: The National Association of Regulatory Utility Commissioners NARUC) based in Washington, D.C., is currently accepting expressions of interest from qualified senior level candidates for Program Manager for an 8-9 month USAID-funded regulatory assistance project in Dhaka, Bangladesh. The program s overall goal is to provide regulatory assistance to the Bangladesh Energy Regulatory Commission. Position Summary: NARUC is seeking a Program Manager from Dhaka, Bangladesh providing project support from January 2012-September 30, 2012. The Program Manager will provide support to NARUC in making various arrangements to setup and close the project (as noted below under responsibilities). The Program Manager will also provide direct support to the Chief of Party and serve as a relationship facilitator with the BERC to help NARUC and BERC reach target goals and program objectives. Responsibilities: Assist NARUC in registering with the Government of Bangladesh. Assist NARUC in setting up and/or administering an appropriate financial management system, including compliance with payroll, tax and other legal regulations. Make payments for services provided under the project. Manage in-country financial operations and provide weekly status report to the NARUC accounting/grants manager. Provide assistance as needed to the Chief of Party, which may include, but is not limited to making meeting arrangements, providing logistical support, preparing written summaries or meeting minutes, managing office arrangements, etc. Assist NARUC in setting up workshops and other in-country events. Support NARUC in obtaining J-1 visas for BERC participation in events taking place in the U.S. Provide translation of short documents as needed (English/Bengali/English). Other duties as assigned by the COP and/or NARUC Washington DC-based staff. Qualifications: The ideal candidate will be from Dhaka, Bangladesh. Significant background in the fields of energy and regulation. Knowledge and understanding of USAID and local procurement practices and relevant laws. Significant experience managing complex programs in developing countries;. Fluent in Bengali and English (reading, writing, and conversation).

Job Description: Bangladesh Chief of Party (Energy Regulation) Project Summary: The National Association of Regulatory Utility Commissioners NARUC) based in Washington, D.C., is currently accepting expressions of interest from qualified senior-level candidates for Chief of Party for an 8-9 month energy regulatory assistance project in Dhaka, Bangladesh funded by the U.S. Agency for International Development (USAID). The program s overall goal is to provide regulatory assistance to the Bangladesh Energy Regulatory Commission. Position Summary: NARUC is seeking a Chief of Party to be based in Dhaka, Bangladesh from late January 2012 to September 30, 2012. The Chief of Party will act as an advisor to the Bangladesh Energy Regulatory Commission (BERC) focusing on issues, including but not limited to, Uniform System of Accounts, Cost of Service, Cost Allocation, Renewable Energy, Dispute Resolution, Natural Gas, and Tariff Design. The Chief of Party will also coordinate work done by other short-term consultants rotating in and out of Bangladesh during the same time period. The position is subject to USAID s maximum daily rate of $635.77 USD. Responsibilities: The Chief of Party will: Act as a special advisor on regulatory and technical energy issues to the Bangladesh Energy Regulatory Commission; Assist NARUC in the development of the work plan and a performance monitoring plan; Implement the NARUC work plan which will seek to achieve several tangible regulatory accomplishments (such as preparation and/or approval of regulations, codes, etc.); Supervise the work of the local Program Manager ; Help define the scope of work for various short-term consultants during the project period; Coordinate and supervise work deliverables of various short-term consultants as needed, based on guidance/consultations from NARUC/USAID; Review the status of and revise/update various draft regulations created through prior USAID assistance; Create a system for tracking the status of draft regulations and identifying next steps; Qualifications: Advanced degree in a field related to regulation of the energy sector (such as economics, law, public administration, etc). Significant experience in energy regulation (ideally both natural gas and electricity, although preference will be given to a stronger background in electricity). Significant experience managing complex programs in developing countries. Ten or more years of work experience in managing and implementing programs with demonstrated strong management and coordination skills. Demonstrated in-depth knowledge of USAID and USG regulations. Five years of supervisory work experience including direct supervision of professional and support staff; and assembling teams of diverse professionals to respond to complex assignments. Exceptional interpersonal skills with proven ability to engage USAID staff, senior government officials, counterparts, and beneficiaries in building trusted, collaborative, and collegial relationships. Demonstrated leadership, versatility, and integrity, Experience in Bangladesh is considered a plus.
